ADDITIONALLY, THE MAYOR AND EACH MEMBER OF THE CITY COUNCIL SHALL NOT BE IN ARREARS IN THE PAYMENT OF ANY TAXES OR OTHER LIABILITIES DUE TO THE CITY, AND SHALL NOT HOLD ANY OTHER OFFICE OR EMPLOYMENT UNDER CITY GOVERNMENT. WHILE A MEMBER OF COUNCIL. WHAT EXACTLY IS THE LOYALTY AFFIDAVIT? SO THEY CURRENTLY HAVE TO SIGN AN AFFIDAVIT SAYING THEY WILL SUPPORT AND DEFEND THE CONSTITUTION AND LAWS OF THE UNITED STATES OF TEXAS, AFFIRMING THEY'RE A CITIZEN, SAYING THAT THEY'RE CAPABLE TO PERFORM THE ROLE AND THEY'RE NOT MENTALLY INCAPACITATED WITHOUT THE RIGHT TO VOTE. THEY'RE AWARE OF NEPOTISM LAWS THEY DON'T HAVE. THEY'VE DISCLOSED ANY PRIOR FELONY CONVICTIONS AND PROVIDED PROOF, IF THEY'VE BEEN CONVICTED, THAT THEIR PARDON OR OTHERWISE RELEASED FROM THE RESULTING DISABILITIES OF SUCH CONVICTION. AND SO YOU CAN READ THE REST OF THAT ON THE SCREEN. MUCH OF THAT'S ALSO INCLUDED IN THE SWORN OATH OF OFFICE THAT IS NOT PROPOSED FOR REMOVAL. AND THAT IS TAKEN BY ALL INCOMING CITY COUNCIL MEMBERS PRIOR TO TAKING OFFICE. SO THAT WOULD BE KIND OF MOVED TO THE OATH OF OFFICE WHERE IT CURRENTLY IS. SO IF PROPOSITION D PASSES, WHAT WILL THE PETITION REQUIREMENT FOR MAYORAL AND CITY COUNCIL CANDIDATES BE? SO FUTURE CANDIDATES WOULD BE REQUIRED TO SUBMIT A PETITION CONTAINING THE NUMBER OF SIGNATURES REQUIRED FOR A CANDIDATE PETITION. BY STATE LAW. STATE LAW REQUIRES THE NUMBER OF SIGNATURES TO BE THE GREATER OF 25, OR ONE HALF OF 1% OF THE TOTAL VOTES RECEIVED BY ALL CANDIDATES. IN THE MOST RECENT MAYORAL GENERAL ELECTION. SO AS OF TODAY, LEWISVILLE CANDIDATES WOULD BE REQUIRED TO PROVIDE AT LEAST 27 SIGNATURES. SO WHAT IS THE PRACTICE FOR CANDIDATE QUALIFICATIONS IN OTHER CITIES? SO 59% OF THE COMPARISON CITIES EITHER REQUIRE A PETITION IN ALL CASES, OR REQUIRE A PETITION IN LIEU OF A FILING FEE. JUST AS REFERENCE. WE HAVEN'T REALLY DISCUSSED A FILING FEE, BUT SOME CITIES REQUIRE A FEE WITH YOUR APPLICATION TO RUN FOR THE COUNCIL OR MAYOR. WE'RE NOT PROPOSING TO DO THAT. AND IN SOME OF THOSE CITIES, IF YOU DON'T PAY THE FEE, THEN YOU CAN SUBMIT A PETITION AND SIT DEAD. NONE OF THE OTHER CITIES REQUIRE A LOYALTY AFFIDAVIT. SO PROPOSITION E SHOULD THE CITY CHARTER BE AMENDED TO INCREASE THE NUMBER OF CITIZENS SERVING ON THE CHARTER REVIEW COMMISSION FROM 5 TO 7? SO THE CHARTER REVIEW COMMISSION, AS I MENTIONED, IS POINTED AT A MINIMUM EVERY FIVE YEARS TO CONSIDER THE CHARTER. THEY PROVIDE PROPOSED AMENDMENTS TO THE CITY COUNCIL. THE CITY COUNCIL THEN DECIDES WHETHER TO PRESENT THOSE PROPOSED AMENDMENTS TO THE VOTERS FOR CONSIDERATION. AND THEN AGAIN, THE CITY CHARTER CAN ONLY BE AMENDED BY A CITYWIDE ELECTION. THE CHARTER REVIEW COMMISSION IS APPOINTED BY THE CITY COUNCIL. A CHANGE FROM 5 TO 7 MEMBERS WOULD RESULT IN THE COMMISSION BEING THE SAME SIZE AS THE CITY COUNCIL. AND THEN PROPOSITION F SHOULD THE CHARTER BE AMENDED TO INCREASE COMPENSATION FOR THE MAYOR AND COUNCIL MEMBERS FROM $50 FOR EACH MEETING TO $400 PER MONTH FOR THE MAYOR, AND $300 PER MONTH FOR EACH COUNCIL MEMBER. SO WHAT IS THE CURRENT COMPENSATION? RIGHT NOW THEY GET $50 PER OFFICIAL MEETING. THERE'S TWO REGULARLY SCHEDULED COUNCIL MEETINGS PER MONTH. HOW DOES THIS COMPARE TO SIMILAR CITIES? SO LOOKING AT 15 COMPARABLY SIZED CITIES. SO A SLIGHTLY DIFFERENT THAN OUR 17 COMPARISON CITIES BECAUSE WE WANTED TO MAKE SURE IN THIS INSTANCE WE WERE LOOKING AT CITIES WITH SIMILAR POPULATION SIZES. THE AVERAGE MONTHLY COMPENSATION IS $697 FOR THE MAYOR AND $469 FOR COUNCIL MEMBERS. SO IF PROPOSITION F PASSES, WILL THIS INCREASE IMPACT THE CITY BUDGET OR RAISE TAXES? SO THE TOTAL COST, IF THIS WERE TO PASS WOULD BE 26,400 PER YEAR. THAT IS AN INCREASE OF LESS THAN $18,000 FROM WHAT WE CURRENTLY BUDGET FOR THIS. AND THEN I WANT TO MAKE YOU AWARE OF EARLY VOTING TIMES AND LOCATIONS. THOSE ARE COMING UP HERE AT THE END OF THE MONTH, BOTH DENTON AND DALLAS [01:45:02] COUNTY.
