SENATE PASSED THE BILL TO EXPAND IMPACT FEE REQUIREMENT AND CITY OF LEWISVILLE APPROVED AND ADOPTED IN 1990. ON 2017 AND 2018, CITY GOT A CONTRACT WITH FRASER NICHOLS TO DO THE LAND USE EXEMPTION AND POPULATION PROJECTION, FOLLOWED BY HENRY AND CARTER TO DO A WATER AND WASTEWATER MASTER PLAN. IN SEPTEMBER 17TH, 2018. CITY COUNCIL ADOPTED THAT THE IMPACT FEE SCHEDULE DOWN BELOW. IT SAYS WE ARE STILL WORKING. WE ARE CURRENTLY WORKING ON A DATING THE IMPACT FEE STUDY, WHICH IS CURRENTLY UNDER WAY, AND WE WILL BE REPRESENTING THAT IN NEXT LATE SUMMER. KSA MEETING IN 2025. ABOUT THE PROJECT. WHAT ARE INCLUDED IN THE IMPACT FEE STUDY? SO ALL THE PROJECTS ARE USED IN THE CALCULATION OF THE IMPACT FEE IS PROVIDED BY THE. IT'S ONLY INCLUDED THE ANY PROJECT THAT IS BASICALLY PROVIDED THE CAPACITY IMPROVEMENT, ANY REHABILITATION OR REPLACEMENT PROJECT IS NOT CONSIDERED IN THIS CALCULATION. SO ON THE WATER SIDE THERE'S A LIST OF THE PROJECTS SUCH AS EXISTING WATER DISTRIBUTION AND TRANSMISSION LINES. EXISTING ELEVATED STORAGE TANK. EXISTING PUMP STATION. EXISTING GROUND STORAGE RESERVOIR. EXISTING WATER TREATMENT FACILITY. WATER SYSTEM. PLANNING EXPENSES. I PROPOSED WATER DISTRIBUTION AND TRANSMISSION LINE AND PROPOSE WATER SUPPLY AND STORAGE FACILITY. SO ALL THESE OUR PROJECT ARE WAS INCLUDED IN DURING THE CALCULATION OF IMPACT PHASE STUDIES. AND DOWN AT THE BOTTOM RIGHT CORNER. THERE IS A TABLE WITH ALL THE PROJECT COSTS ASSOCIATED WITH THAT. SO IN THE TABLE IT WILL SHOW YOU A 20 YEAR PROJECT COST AS WELL AS THE DURATION OF FIVE YEAR DURATION WHICH IS UTILIZED CAPACITY VALUE DURING FY. SO OVERALL TOTAL 20 YEAR PROJECT COST IS 150 MILLION FOR $468,951. AND THE UTILIZED CAPACITY VALUE DURING THIS PERIOD IS $45,912,294. SIMILARLY, ON THE WASTEWATER SIDE, THERE IS A SERIES OF PROJECTS WHICH I'M GOING TO EXPAND THE EXISTING WASTEWATER COLLECTION LINE, EXISTING WASTEWATER LIFT STATION ENFORCEMENT, EXISTING WASTEWATER TREATMENT IMPROVEMENT, WASTEWATER SYSTEM PLANNING EXPENSES, PROPOSED WATER WASTEWATER COLLECTION LINE, PROPOSED WASTEWATER LIFT STATION ENFORCEMENT. PROPOSED WASTEWATER TREATMENT FACILITY. AT THE TABLE AT THE BOTTOM RIGHT CORNER. THERE IS A PROJECT COST ASSOCIATED WITH THAT. FOR THE 20 YEARS, IT'S $194,088,003, AND FOR THE PERIOD OF FIVE YEAR PERIOD OF TIME, TOTAL $69,349,245 IS DETAIL OF THE PROJECT. WE ALREADY DISTRIBUTED THAT AT APPENDIX A AND B, YOU WILL FIND ALL THE DETAIL ABOUT THE PROJECTS IN THAT APPENDIX. CAPITAL RECOVERY IMPACT DETERMINATION. SO BASICALLY HOW WE CALCULATE THE IMPACT FEE. SO THE IMPACT FEE ARE TOTALLY BASED ON THE LIVING UNIT EQUIVALENT WHICH IS LOUIS WHICH IS SUBJECTED TO THE METER SIZE. FOR INSTANCE THREE QUARTER THREE QUARTER METER IS EQUIVALENT TO ONE LOUIS. AND AS THE METER SIZE CHANGES ARE INCREASING, THE IMPACT FEE EQUIVALENT IS ALSO THE LOUIS EQUIVALENT FACTOR IS ALSO INCREASING. WITH THAT THE CITY OF LEWISVILLE ON NOVEMBER 1ST, 2018 ADOPTED THAT FEE WITH NO PROVISION FOR ESCALATION DURING AT THAT TIME, WHICH IS 2018, 2023. THE THE IMPACT FEE FOR THE WATER IS SET FOR 200, $2,640 AND THE WASTEWATER [00:25:08] $2,724. THIS IS THE MAIN INGREDIENT OF THIS REPORT. HOW MUCH TOTAL FEE WE HAVE COLLECTED. SO EFFECTIVE FOR FROM OCTOBER 1ST, 2024 TILL MARCH 31ST, 2025. AND THE CITY OF LEWISVILLE ON THE CAPITAL. RECOVERY FEE COLLECTED ON THE WATER SIDE. TOTAL $453,420.44. PLUS ACCRUED INTEREST $3,702.97. AT AN AVERAGE INTEREST RATE 4.37%. ON THE WASTEWATER SIDE WE COLLECTED TOTAL $353,305, PLUS ACCRUED INTEREST OF $2,885.36, AT AN AVERAGE INTEREST OF 4.37%. WE DO COLLECT THE REVENUE ON THE BUILDING PERMIT SIDE. CITY OF LEWISVILLE. EL TOTAL ISSUED. THE BUILDING PERMIT TOTALS 57, WHICH INCLUDE A NEW COMMERCIAL TOTAL, 1936 NEW SINGLE FAMILY AND TWO NEW MULTIFAMILY. SO TOTAL REVENUE. WE HAVE COLLECTED A $1,564,625, $625.80. SORRY, IT'S A LITTLE BIT. SO IN THE BREAKDOWN OF MULTIFAMILY IS ON THE LEWISVILLE SIDE PALLADIUM ROUND GROVE. WE SHOULD ONE BUILDING PERMIT. TOTAL UNIT, 90 TOTAL UNITS. AND THE SECOND IS HERITAGE ESTATE AT VALLEY RIDGE. WE SHOULD ONE BUILDING PERMIT FOR 9092 TOTAL UNITS. THE CONCLUSION. THE CITY OF LEWISVILLE HAS NOT REPORTED ANY WRITTEN COMPLAINTS OR PERCEIVED INEQUITIES OR INADEQUACY REGARDING THE CAPITAL IMPROVEMENTS PLAN OR THE IMPACT FEE REQUIREMENTS. I'M GOING TO WE HAVE A LOT OF PROJECTS GOING ON, BUT I'M GOING TO TALK ABOUT A FEW MAJOR PROJECTS IN TERMS OF DOLLAR AMOUNT. I WOULD LIKE TO TALK ABOUT THE PRAIRIE CREEK WASTEWATER TREATMENT PLANT, A RECENT BASIN EXPANSION PROJECT. THIS PROJECT IS CURRENTLY IN 9,090%. SO THE PLAN IS COMPLETED. WE ARE WAITING FOR THE FINAL BID READY DOCUMENT, WHICH WE ARE ANTICIPATING TO RECEIVE IN JUNE 1ST WEEK THIS YEAR. THE PROJECT INCLUDES A NEW IRRIGATION BASIN, DISTRIBUTION STRUCTURE, SPLITTER, BOX AND BLOWER BUILDING TO EXPAND WASTEWATER TREATMENT PLANT CAPACITY FOR THE FUTURE GROWTH. THE OPC AND THE ENGINEER PROVIDED A TOTAL OF $77 MILLION AND THE DURATION FOR THE CONSTRUCTION. WE ARE SPENDING TWO AND A HALF YEAR AND WE WILL BE IN CONSTRUCTION. WE WILL BUILD THIS PROJECT IN JUNE AND WE WILL ISSUE A NOTICE TO PROCEED IN AUGUST 2025. THE SECOND PROJECT IS A COMBINED PUMP STATION PROJECT. THIS PROJECT IS CURRENTLY IN DESIGN PHASE 30% DESIGN. THE ENGINEER IS CURRENTLY WORKING ON 30% DESIGN WHICH IS PDR REPORT. PRELIMINARY ENGINEERING DRAWING REPORT. AND THE BUDGET FOR THIS PROJECT IS $38 MILLION. AND THE SCHEDULE FOR THE DESIGN AND THE CONSTRUCTION IS TWO AND A HALF YEAR. THE THIRD PROJECT I WOULD LIKE TO TALK ABOUT MIDWAY RANCH LIFT STATION PROJECT. SO LIFT STATION ENFORCEMENT WAS COMBINED PROJECT, BUT IT GOT SEPARATED AND THE LIFT STATION PROJECT IS CURRENTLY IN CONSTRUCTION. THE LIFT STATION IS 13.8 MGD, WHICH IS A MILLION GALLONS PER DAY LIFT STATION AND THE FORCE MAIN IS 4.5 MILE 30. ENFORCEMENT THAT ARE THAT IS CURRENTLY IN DESIGN. THE FOURTH MAN IS IN DESIGN. THE LIFT STATION IS IN THE CONSTRUCTION FOR THE FIRST MAN. 90% DESIGN IS COMPLETED. WE SHOULD BE GETTING THE FINAL BID READY DOCUMENT IN JUNE. SO NEXT MONTH AND WE WILL BE IN. WE WILL BUILD THAT PROJECT AND WILL BE IN CONSTRUCTION AROUND LIKE LATE, LATE SUMMER OR EARLY WINTER. AND THE BUDGET FOR THIS PROJECT IS $41 MILLION AND THE LIFT STATION IS ALREADY IN CONSTRUCTION, WILL TAKE ONE AND A HALF YEAR TO COMPLETE.
