BUT I THINK ONE OF THE BIGGEST THINGS THAT'S A DISCREPANCY THAT'S NEVER TALKED ABOUT AT ALL IS WHAT YOU JUST SAID ABOUT HOW WE HAVE FEWER, FEWER OR SHORTER TIME FRAME TO GET FROM YOUR STARTING SALARY TO THE TOP OUT ON THIS LIST OF ON SLIDE EIGHT ON THIS LIST THAT WHERE WE'RE LOOKING AT HOW WE COMPARE, ARE THESE CITIES ALL WITHIN THE SAME TOP OUT SCHEDULE THAT WE ARE OR THEY ALL VARY? WE'RE DOWN HERE ABOUT 12 AGAINST THE GROUP. SO IF WE MOVE TO MARKET PLUS PUTTING US IN THE TOP THIRD OR SIXTH, THAT WOULD INCREASE THE 99.9 TO 130 6 OR 3.74% INCREASE FOR THE FIREFIGHTER RANK.

AND THEN I'M GONNA PASS IT OVER TO BRIAN MCBRIEN. HE'S GOT SOME RECOMMENDATIONS FOR THESE PROGRAMS. SO FIRST THINGS FIRST. EVERYONE KNOWS PEP, OUR PROPERTY ENHANCEMENT PROGRAM.
THIS IS A PROGRAM FOR EXTERIOR PROJECTS OF FOR HOMES.
IT'S ABOUT REVITALIZATION. IT'S ABOUT REALLY BEAUTIFYING OUR COMMUNITY.
THE MINIMUM GRANT IS $250 WITH A MAX OF $5,000, DEPENDING ON YOUR PROJECT AND INCOME.
I WANTED TO SHOW YOU THIS CHART THAT WE'VE BEEN TRACKING THIS PROJECT.
I JOKE THAT THIS WE ALWAYS HAD THIS PEPPY BECAUSE IT'S VERY POPULAR PROGRAM WE HAVE COMPLETED SINCE THE BEGINNING OF PEP, OVER 396 PROJECTS. SO WE'RE REALLY EXCITED WE ARE THIS CLOSE TO REIMBURSING $1 MILLION.

BUT THE MAJORITY OF OUR APPLICANTS ARE STILL NON-HISPANIC AND WHITE.
THE NEXT ONE WE HAVE IS PEP PLUS. SO THIS IS KIND OF A STEP UP OF PEP.
WE IT IS A 25% MATCHING GRANT, UP TO $20,000, AND IT IS FOR HOMES THAT ARE BUILT IN 1980 OR OLDER.
SO THIS PROGRAM WE RECENTLY UPDATED, WE ASKED COUNCIL FOR SOME GUIDANCE ON THAT.
AND ONCE WE CHANGED TO IT WAS THE FIRST IN JUST THE NEXT TWO, WHICH IS NEIGHBORHOOD ENHANCEMENT EMPOWERMENT ZONE WHICH IS MAIN TO BEL AIR AND 35 AND GARDEN RIDGE. IT WAS NOT VERY POPULAR IN THAT AREA, BUT ONCE WE MADE IT CITYWIDE AND 1980 AND OLDER, IT BECAME VERY POPULAR. SO HERE'S SOME NUMBERS FOR THAT.
WE'VE COMPLETED 28 PROJECTS. AGAIN, FENCES AND WINDOWS.
WINDOWS ARE VERY EXPENSIVE. SO PEOPLE ARE REALLY UTILIZING OUR PROGRAMS FOR THAT.
AND AGAIN, OUR MAJORITY OF OUR APPLICANTS ARE NOT HISPANIC AND WHITE.
AND THEN WE HAVE NEIGHBORHOOD ENHANCEMENT PROGRAMS. SO THIS IS ANOTHER BEAUTIFICATION PROGRAM SPECIFICALLY FOR OUR NEIGHBORHOODS THAT HAVE AN ASSOCIATION OR AN HOA THAT HAVE A BANK ACCOUNT, BECAUSE THEY CAN GET UP TO $12,500 TO REALLY REVITALIZE THEIR NEIGHBORHOOD.
WE'VE DONE NINE. WE'VE ACCEPTED NINE PROJECTS.
THE MAJORITY OF THEM ARE ENTRYWAY FEATURES. WE'VE DONE SOME SOLAR LIGHTING.
THE PROJECT WASN'T REALLY ELIGIBLE. THEN WE HAVE CODE ABATEMENT FOR THIS PROGRAM, IS THERE NOT NEXT TO THE NEIGHBORHOOD EMPOWERMENT ZONE? THIS IS SPECIFIC FOR HOMEOWNERS THAT ARE LOW INCOME.

SO THESE NEIGHBORHOODS THAT ARE NOT HOA COULD BENEFIT FROM THIS PROGRAM.
BUT WHAT IF WE TWEAK THAT TIME TO 40% OR 40 YEARS, SORRY, 40 YEARS OR OLDER AND 68% SAID YES.
SO SO I'M GOING TO PASS IT OVER TO BRIAN TO PROVIDE SOME RECOMMENDATIONS.
ON HOW TO DO THAT. SO EVERYTHING IS SUPPORTED BY THE SURVEY THAT WE COMPLETED.
AND SO FOR THE LOVE OF LEWISVILLE IS SUCH A IMPACTFUL PROGRAM IN THE CITY OF LEWISVILLE.
AND OUR RECOMMENDATIONS ARE THAT WE WOULD UTILIZE OUR BIG SORRY, OUR VIDEO TO HELP WITH LOGISTICAL PLANNING VERSUS JUST THE CLEANUP OR JUST THE VOLUNTEER EFFORTS.
SO HISTORICALLY, THIS HAS BEEN VERY SPECIFIC TO NEIGHBORHOODS THAT MEET TARGETED NEED WHERE THEY HAD A DEFICIT, WHERE THEY WERE LOW INCOME OR OLDER HOUSING STOCK.
BUT WE WANTED TO OPEN THIS UP CITYWIDE AND SHARE, SHARE THE LOVE ACROSS THE ENTIRE CITY.
ANY ARE THERE ANY THOUGHTS OR COMMENTS? ANY IDEA OF THE DATE FOR THIS? YEAH. WELL THE THE NEXT ONE IS OCTOBER 18TH. SO

WE WOULD NOW MAKE IT CITYWIDE. IS THERE ANY WAY WE COULD GET INFORMATION TO POTENTIAL VENDORS LIKE BE PROACTIVE AND LIKE GIVE THEM INFORMATION? I THINK WE CAN GET THAT OUT TO THE CHAMBER.
YEAH. I MEAN, DID TOP OF VENDORS THAT WOULD MAKE AN INFORMED PEOPLE IF THEY GET A QUOTE? YES. A LOT OF THEM AREN'T CHAMBER MEMBERS. THAT'S FAIR.
AND I MEAN, SO THE ONES THAT YOU SEE, LIKE YOU'RE LOOKING AT, I'M GUESSING A POOL COMPANY AND SOME OF THE ONES THAT WE'VE HAD A LOT OF ISSUES WITH. THERE MAY BE VENDORS OUT THERE THAT WOULD TAKE PAYMENT FROM THE CITY, BUT THEY'RE THINKING IT'S SOME SORT OF SCAM OR SOMETHING.
WOULD YOU BE INTERESTED IN SIGNING ON KNOWN AS AN APPROVED VENDOR FOR THIS PARTICULAR PROGRAM.

AS YOU SAW WITHIN THE SURVEY RESULTS, THIS IS SOMETHING THAT THE NEIGHBORHOODS WOULD LOVE TO SEE MORE OF, AND THEY WOULD WANT IT TO BE MORE ACCESSIBLE.
SO ONE OF THE OPTIONS THAT WE'D LIKE TO DO IS OFFER A DIRECT PAYMENT OPTION TO THE CONTRACTOR OR TO THE VENDOR AT A $5,000 MAX, AT 100%. THIS WILL ELIMINATE THE NEED FOR THE NEIGHBORHOOD TO HAVE A BANK ACCOUNT.
AND THERE ARE SOME ADJACENT CITIES THAT ARE DOING THIS AND WITH A LOT OF SUCCESS.
CURRENTLY, THE LEWISVILLE HAS 205 RESIDENTIAL SUBDIVISIONS THAT ARE CONSIDERED NEIGHBORHOODS, AND OF THOSE 57 HOMEOWNERS ASSOCIATIONS AND 148 NON HOA NEIGHBORHOODS.
THE WHEN WE ORIGINALLY CREATED THIS PROGRAM, THE IDEA WAS TO BREAK DOWN BARRIERS TO GIVE RESIDENTS THAT DON'T HAVE HOMES IN THEIR NEIGHBORHOOD THE ABILITY TO WORK TOGETHER, COME TOGETHER, AND COME UP WITH PROJECTS FOR THEIR COMMUNITIES. WHAT WE'VE SEEN IS BECAUSE OF THE NEED OF SOMEONE TO TAKE OWNERSHIP OF THAT. THERE'S BEEN OKAY.
YOU NEED TO HAVE A BANK ACCOUNT OR YOU NEED TO HAVE AN HOA.
BUT IT ENDS UP HAPPENING IS WE'RE BENEFITING THE GROUPS THAT HAVE HOA AND NOT.
