CASE NUMBER 25-12-5-PZ. HI, JONATHAN.>> GOOD EVENING, COMMISSIONERS. THIS PRESENTATION IS C2 AND C3. BOTH IN REGARDS TO CROWN CENTER OF PLAN DEVELOPMENT AMENDMENTS. THERE ARE SEPARATE PROCESSES FOR TAX AMENDMENTS AND THAT'S WHY THIS WAS BROKEN INTO TWO SEPARATE ITEMS. I WILL GO OVER THERE AND YOU HAVE TO VOTE OVER EACH ITEM INDIVIDUALLY. A QUICK HISTORY AND OVERVIEW OF THE CROWN CENTRE, THIS AREA HIGHLIGHTED, THIS IS 121 AND OFF OF SAM RAYBURN AS WELL.
IT WAS ORIGINALLY ADOPTED BY CITY COUNCIL AS A VARIANCE PACKAGE AS CASTLE HILLS IS ADOPTED, ONE TO HAVE THREE AREAS OF CASTLE HILLS IN JANUARY 22. THIS IS THE FIRST TIME THE THEYE LOOKING AT MAJOR AMENDMENTS AND IF RECOMMENDED FOR APPROVAL THIS WILL GO TO CITY COUNCIL ON APRI.
SO AS I MENTIONED AT THE BEGINNING OF THIS PRESENTATION THERE ARE TWO COMPONENTS OF THIS, THE FIRST IS THE TEXT AMENDMENTS WHICH ARE THE TECHNICAL, THE WRITTEN STANDARDS OF THE DEVELOPMENT WHICH I WILL GO OVER EACH OF THOSE INDIVIDUALLY AND THERE ARE AMENDING THREE OF THE EXHIBITS WHICH I WILL ALSO SHOW ON HERE. THE PURPOSE OF THESE AMENDMENTS IS THIS AREA WAS ORIGINALLY DEVELOPED PRIOR TO COVID-19 AND THE MARKET AND DEVELOPMENT PATTERNS HAVE SHIFTED SINCE 2019 AND A BIG COMPONENT WAS FOR A LOT OF OFFICE SPACE WHICH YOU ARE SEEING A LOT LESS DEMAND FOR OFFICE SPACE NOW. SO THAT'S THE DRIVING FACTOR BETWEEN ALMOST ALL OF THE AMENDMENTS FOR THE BILL OVER TONIGHT.
IT'S CHANGING MARKETS WHEN THIS WAS ORIGINALLY PRESENTED TO CITY COUNCIL AND ORIGINALLY DEVE DEVELOPED. SO I WILL GO OVER EACH OF THESE INDIVIDUALLY, IF YOU HAVE ANY QUESTIONS I'M MORE THAN -- HAPPY TO ASK THEM THERE'S AN ENTIRE SUB AREA OF CASTLE HILLS PD.
THE FIRST IS TO ADD ADDITIONAL CONCEPT PLAN AMENDMENT LANGUAGE TO THE CROWN CENTRE SO THIS IS LANGUAGE THAT WE'VE ALREADY ADOPTED FOR THE REALM SUB DISTRICT AND ESSENTIALLY THIS IS ALLOWING THE PLANNING DIRECTOR TO APPROVE CHANGES TO CONCEPT PLAN REGARDING LOCATION, SIZE AND OTHER MINOR CHANGES, THE PROCESS WOULD REQUIRE IF THE BUILDINGS THAT ARE BEING CONSTRUCTED DON'T MATCH ONE FOR ONE AND I THINK OUR CODE ALLOWS FOR A 5-FOOT DIFFERENCE OF BUILDING PAD LOCATION FROM ADOPTED CONCEPT PLANS WE HAVE TO BRING THAT FORWARD TO YOU AND ULTIMATELY THE CITY COUNCIL TO APPROVE IT BEFORE WE CAN REALLY MOVE ONTO THE NEXT PART OF THIS WHICH WOULD BE GOING THROUGH THE CIVIL PLAN REVIEW PROCESS AND EVERYTHING.
I THINK WE BROUGHT A VARIETY OF CONCEPT PLAN AMENDMENTS TO YOU IN THE PAST AND THIS WAS THE BIG REASON WE CHANGED WAS FOR THE CONCEPT PLAN AMENDMENTS AND THIS WAS ESSENTIALLY GIVING THE

PLANNING DIRECTOR A LITTLE MORE ABILITY TO MAKE MINOR CHANGES. ANY MAJOR CHANGES WILL HAVE TO GO THROUGH THE PROCESS. THE SECOND AMENDMENT REMOVING LANGUAGE IN EXTENDED STAY HOTELS. THAT'S PRIMARILY IN OUR ORDINANCE AS HOTELS WITH ROOFTOPS AND THEY ARE NO LONGER ALLOWED IN THE CROWN CENTRE AREA.NUMBER THREE, WE ARE CHANGING THE LANGUAGE FOR MULTIFAMILY UNITS TO NOT COUNT TOWARDS THE CAP. THIS AREA HAS CAP OF 2,000 MULTIFAMILY UNITS.
THIS CAP IS NOT BEING ERASED THROUGH PROPOSED AMENDMENTS. THIS IS JUST ALLOWING THAT ANY MULTIFAMILY UNITS THAT ARE BUILD ABOVE THE FIFTH FLOOR WILL NOT HAVE TO COUNT TOWARDS THE CAP IF APPROVED SPECIAL PERMIT BUT UNITS ABOVE THE TENTH FLOOR. THIS IS STILL REQUIRING ESPECIALLY PERMITS IN THE CASE THIS WOULD EVER HAPPEN AND BRING TO YOU AND UP TO CITY COUNCIL TO APPROVE OR DENY THAT. CHANGE FROM FOURTH TO FIFTH FLOOR.
THE FIFTH FLOOR PREMAJOR CHANGES TO BUILDING CODE WHERE IT GOES INTO HIGH-RISE BUILDING REQUIREMENTS AND THAT'S WHY -- WE GO IN THAT LATER ON WITH THE DIFFERENCE WITH FOURTH FLOOR OR FIFTH FLOOR. EVEN WITH THE FIFTH FLOOR REQUIRING HIGH RICE DEVELOPMENT.
ALL RIGHT. OKAY, 720 MULTIFAMILY UNITS IN SUB AREA 3.
THE ORIGINAL LANGUAGE ALLOWED FOR 300 UNITS IN SUB AREA ONE. 300 UNITS IN SUB AREA TWO BUT DID NOT MENTION ANY ALLOWED UNITS IN SUB AREA THREE. THIS WAS WRITTEN IN A WAY WHERE SO MUCH COMMERCIAL OR NONRESIDENTIAL DEVELOPMENT HAD TO OCCUR BEFORE YOU WHERE ARE ALLOWED, ADDITIONAL MULTIFAMILY UNITS. THIS WAS ALLOWING 720 UNITS IN SUB AREA THREE WITHOUT THE REQUIREMENT OF THIS COMMERCIAL SPACE.
NUMBER 5. SO SINCE YOU WERE TALKING ABOUT DIFFERENT DEVELOPMENT REQUIREMENTS, THIS IS REDUCING THE MINIMUM MULTIFAMILY FROM 4 STORIES TO 5 STORIES.
THE SIXTH IS ADDING OPTIONS FOR PRIMARY FRONTAGE ADJACENT TO PARKING FACILITIES.
PREVIOUSLY WE DID NOT ALLOW FOR SERVICE PARKING ALONG PEDESTRIAN FRONTAGE.
THIS WILL ALLOW SOME SERVICE PARKING IF IT IS SEPARATED FROM ANY WALKWAYS WITH THE LANE BUFFER. FINALLY WE ADDED SPECIFIC GUIDELINES FOR GROUND FLOOR, USE MULTIFAMILY IF THEY ARE A LIVE-WORK UNITS. THIS LANGUAGE HAS ALREADY BEEN ADOPTED IN THE DISTRICT AS WELL SO YOU HAVE SEEN THIS. THIS ALLOWS FOR A MIXTURE OF A COMMERCIAL AND RESIDENTIAL USE FOR OFFICE USE WHERE IS THE OFFICE, COMMERCIAL COMPONENT IS UP FRONT BUT HAS BUILDING FOR SOMEONE TO LIVE THERE AS WELL, JUST GIVING MORE FLEXIBILITY TO CHANGES -- HOW PEOPLE WORK AND IMPOSE CODE WORLD. I KNOW THAT WAS A LOT.

ON THE NEXT SUB AREA WHICH HAD MORE DENSE DEVELOPMENT PATTERN HERE THAT'S CHANGE TODAY ALLOW FOR A GROCERY STORE OR A BIG BOX STORE, IT'S COME UP HERE AND YOU'LL SEE THE ADDITION, THE ADDITIONAL SURFACE PARKING AS WELL AND THEN IN THE LAST SUB AREA YOU'LL SEE THE MOST CHANGES ALONG THE HIGHWAY HERE ON THE FRONTAGE ROAD WHICH JUST SMALLER BUILDING FOOTPRINTS AND SOME CHANGES TO THE LAYOUT THERE.
