THEY ARE LOOKING TO EXPAND THIS BY ADDING TWO ADDITIONAL COURTS AND FOUR NEW PICKLEBALL COURTS AND EXPANDING THEIR PARKING LOT BY 24 SPACES.
AS THIS ESTABLISHMENT HAS EXISTED PRIOR TO CASTLE HILLS ANNEXATION INTO THE CITY OF LEWISVILLE, ITEMS ARE NEEDED IN ORDER TO MAKE ANY CHANGES TO THIS.
FIRST, THE ENTIRE, OR A PORTION OF THE SITE IS ZONED SINGLE FAMILY RESIDENTIAL. WE'VE SEEN OUTDOOR COURTS AS COMMERCIAL AMUSEMENT OUTDOOR, WHICH IS ONLY ALLOWED IN COMMERCIAL ZONING WITH APPROVAL OF A SPECIAL USE PERMIT.
SO IN ORDER TO MOVE FORWARD WITH THE CHANGES THEY'RE PROPOSING, THEY'LL NEED TO REZONE A PORTION OF IT AND THEN GO FORWARD WITH A SPECIAL USE PERMIT FOR THE ENTIRETY OF THE SITE.
THESE COURTS ARE LOCATED JUST SOUTH OF AN EXISTING SINGLE FAMILY RESIDENTIAL NEIGHBORHOOD. THE APPLICANT MADE SURE TO INCLUDE THIS NEIGHBORHOOD DURING THE PLANNING REVIEW PROCESS FOR THIS COURT EXPANSION. THEY HELD A NEIGHBORHOOD MEETING, WHERE 12 RESIDENTS FROM THIS NEIGHBORHOOD DID ATTEND TO MAKE SURE THEY WERE INCLUDED WITH THE DESIGN PROCESS.
SEVERAL ITEMS CAME UP THROUGH THAT MEETING WITH THIS NEIGHBORHOOD, ONE OF WHICH THE APPLICANT IS PROPOSING TO LIMIT THE HOURS OF THE PICKLEBALL AND TENNIS COURTS TO ENSURE THEY CLOSE AT 9 P.M. SO IT'S NOT CONFLICTING WITH RESIDENTIAL USE. ANOTHER ITEM THAT CAME UP DURING THE SUP REVIEW PROCESS IS THE OUTDOOR LIGHTING.
NOW, DEVELOPMENT CODE ONLY ALLOWS 20 FOOT CANDLES FOR USES WHILE, AS WE'VE SEEN BEFORE THAT MANY OUTDOOR COURTS REQUIRE MORE THAN 20 FOOT CANDLES IN ORDER TO OPERATE.
EARLIER OR LAST YEAR CITY COUNCIL PUT AN ALTERNATE STANDARD FOR 53 CANDLE ELSEWHERE IN LEWISVILLE.
THE APPLICANT IS PROPOSING 44-FOOT CANDLES WHICH ARE SHIELDED AND BE INCLUDED FOR THE METRIC PLANS THEY PROVIDED SHOW THAT THERE IS NO BLEED OF THAT LIGHT INTO THESE RESIDENTIAL NEIGHBORHOODS. I AM HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE. THE APPLICANT ALSO HAS A PRESENTATION THEY WOULD LIKE TO GIVE TO YOU TONIGHT.

AND THEN LATER ON IN 2021, IN NOVEMBER, THAT'S WHEN CASTLE HILLS WAS ANNEXED INTO THE CITY OF LEWISVILLE.
AND THEN A PROJECT OVERVIEW, THE YELLOW PORTION THAT YOU SEE ON YOUR SCREEN IS THE EXISTING TENNIS COURTS AND PICKLEBALL COURTS. AND THEN THE GREEN IS THE PROPOSED TENNIS COURTS, AS WELL AS IN THE RED IS THE PICKLEBALL COURTS. THEN I'VE ALSO OUTLINED WHERE THE EXISTING FLOOD PLAIN LINE IS.
SO WHEN WE WERE KIND OF LOOKING AT WHERE TO PUT THE PICKLEBALL COURTS AND TENNIS COURTS, WE WERE VERY INTENTION ABILITY WANTING TO MAKE SURE WE WERE FARTHER AWAY FROM THE RESIDENTS, AS WELL AS MAKING SURE WE WERE STAYING OUT OF THAT FLOOD PLAIN AND KIND OF THOSE EXISTING CONDITIONS SO WE'VE GOT THERE.
AS WELL AS LIKE THE PICKLEBALL COURTS, WE ARE VERY MINDFUL IN THAT PLACEMENT. AND THEY'RE GONNA BE LOCATED SOUTH OF WHERE THE EXISTING CLUB IS GOING, AS WELL AS WHERE ALL OF THE EXISTING TREES AND LANDSCAPE IS ALREADY KIND OF THERE TO ENHANCE THAT AREA. AND THEN WE'RE ALSO ADDING SOME ADDITIONAL PARKING FOR THESE TENNIS COURTS AND PICKLEBALL COURTS AS WELL. AND SO I KIND OF WANT TO SHOW Y'ALL JUST THE VIEW FROM WHERE THE PICKLEBALL COURTS ARE GONNA GO. IT'S GONNA BE WHERE THE EXISTING PUTTING GREEN IS. SO IN ORDER TO KIND OF MITIGATE THAT, OUR TEAM KIND OF COLLECTIVELY CAME TOGETHER AND DECIDED TO CLOSE THE TENNIS COURTS AND THE PICKLEBALL COURTS FROM, RIGHT NOW IT'S 10 P.M., AND WE'RE GONNA CLOSE IT AT 9 P.M.
AS WELL AS AT THAT 9 P.M. MARK, THAT'S WHEN ALL THE LIGHTS GET TURNED OFF AS WELL. AND I KNOW THE GENERAL MANAGER HAD BROUGHT OUT AN ELECTRICIAN TO LOOK AT THE EXISTING LIGHTS TO MAKE SURE THE TIMERS WERE KIND OF FIXED AND MAKING SURE THAT, AGAIN, THEY'RE TURNED OFF AT 9 AND NOT 10.
